I got an info from a fried said that local Japan authorities has approved Bersih 3.0 to be held in Japan.
Attached here is the image. It is in Japanese language which I totally don’t understand. Anyway, just read on 
Bersih 3.0 will be held from 1pm to 3pm (Japanese time, be punctual!) at Okachimachi Park and at 3 pm to 5 pm at Osaka castle park. So two locations in Japan. Participants are encouraged to come with yellow shirts, yellow placards / umbrellas, and leisure sheets.
